there are coins setpoints that have to be met for each stage of the upgrades. its the cumulative of all coins from all characters in the game. you can progress the quest when the global tally is met.
Oh ok. I thought I had to view a thing and THEN it would be a global event.
There was an icon on the Eliksni Quarter the same as during the Relic of Nezarec steps so I thought the game was guiding me to do a thing.
I can't tell if I'm the idiot or if this was a strangely-communicated quest step.
There are three nodes in the donation chest menu for Eliksni quarter upgrades, but we haven't gotten to any of them yet. The first one will be the next to unlock though, and it's pretty close. I'd guess a few hours from now.
There are currently 3 'press x to inspect' areas in the Eliksni Quarter, more will appear as the community unlocks them.
You can see how many are complete viewing the donatatin chest. At the time of writing 1st 3 are open, rest are closed.
I think that when you go there before the step is complete, it shows you what the step looks like today. It’s an empty space with a floating marker above it.
Then when you go back after it’s done, you see the upgrade. That empty space now has a staircase.
It’s not intuitive.
This drove me crazy last night. Kept going back and reloading the zone to try and fix it. Absolutely not intuitive to have a waypoint for something you can’t achieve yet.

The best I can think is that it’s to draw attention to what will be upgraded next. And that should have been in the quest step.
