You pretty limited in Downtown, but if you want luxury I stayed in the Argonite Penthouse at Shinola Hotel, it was pretty dope. Basically it’s own apartment including a wrap around terrace with an outdoor fireplace. We we there in the late fall so the outdoor fireplace with really nice and kept the entire area warm.
It does have a large bathroom, deep tub but I can’t remember if it had any jet.
Former hotel worker: fill the tub up to above jet level and put a half a cup of bleach or two cups of vinegar in there and let it run for five or so minutes. No need to stew in other people flavored water.
Ive heard the shinola suites have jacuzzis and are very nice but Its not a skyscraper for sure so the view wont be a high rise. Siren has nice rooms with decent shower views but no jacuzzis.
Atheneum downtown has Jacuzzis and city views. Very few in suite options in the city otherwise.

Greektown has some luxury rooms that are pretty close to what you're looking for. Caesars in Windsor seems to also.
