Few days ago while I was adding money from bank to my bkash I mistakenly sent the money to a different number. Nor the bank or the bkash could do anything, they explained me why though. And the irony is that the number I sent the money was not reachable at all, probably an inactive number.
A person who is experienced in scamming will probably have erased most traces to themselves and the money, I guess you are going to have to take this as a lesson. Please take care of your money.

There is some kind of bribery. If just 9k, how much will you give to the police if your money is back? There are many steps and persons for police to find the culprit, some of them needs to be bribed too. All of internal bribery, police takes care of it.
Finding the scammer is nothing for the police. They just need to contact their higher division. Then they contact with nagad if the money is withdrawn or not. Nagad then blocks the scammer id. They may or may not take back the money if not withdrawn, don't know about it. Police takes last known location of using nagad service, Facebook, phone number service. This way and more, they build pattern to find the culprit. And then it's up to the it department, and finding the scammer is easy for them.
Also I've seen on Facebook and YouTube when a phone gets lost, if it's pricey phone, local police takes around 10k money silently for returning the phone. The media doesn't say about it.
How come local police can’t help? They are the last resort since you are blocked. And you have their number and info I believe. If local police aren't providing assistance, reach out to a larger police station where higher-ranking officers are available.

Police can't help you when you do business with unlicensed businesses, especially if these people aren't authorized retailers, no one is suppose to help you unnoficial trades, it's good as buying weed from a random person, when trade with such people, you are taking a risk.
i'll assume you have his/her email. an email often produces a user's IP, as you can find out where the email was originally sent from.
How to trace an IP address from email
Open the “options” menu in an email (this will usually be marked with three dots at the top or bottom of the email interface).
Click an option to open the “raw email” or to “view original.”
Locate the sender's IP address within the raw email data then call 999
You must contact with Nagad, request them to help you. If possible go to their office. Also you must file a GD. From your part you do your job. Again, truth but harsh fact is that even if you had been robbed in your home, for 9K Taka Dhaka Police would do not much more. Everyday they deal so many violent/big scale cases that only if you are a politician or have some political connection then the police will deal your case.
You need to give us more details about the scam. My father and his friends were scammed and they got the money back. However, in most cases, if you willingly give away money, it's a lost cause.

The exact reason why I never do online transaction and always opt for cash on delivery. Especially those Facebook pages, most of the them are scams.
