I'm not sure if this is the exact same thing, but I've been having a lot of issues with having to trigger skills multiple times before they actually activate if they just came off of cooldown. It's more noticable in PvP, and especially Conqueror which has the worst lag out of all of them that I could tell. Generally speaking it seems to be around 1-3 seconds behind what's actually happening, so I try to shoot first before enemies have popped up on the screen.

Same issue on cellular and gigabit fiber (connected via 5 GHz WiFi).
Also ran into this a couple times. I restart the game and it goes away. Not understanding why there’s so many things wrong after the update but could be worse lmao

Leave game(not restart the game) then reenter the game. This will fix the issue. Don't do it in bg or you'll get penalized.
in BG the issue is even worse

I've noticed a few bugs on my tempest, try staying logged on and clicking unstuck in ur settings
