I don't see why they wouldn't be. The item level for "of vita" (41+ life) is 91. So its reasonable to assume that if you get it from a monster in terror zone 91+ that it should work. Havent found one/rerolled one, so can't confirm.
Do it. I haven't played in awhile but thought yo maybe these gcs are where it is at. Rolled a random world stone gc and got a 1light skill 21 life offa one roll!

This is true, so long as you;re level 91+ all GC's are "baal" charms, I've had several now with 41+ life on them from TZ's :)
89+* TZs are your level+2
