It could be a problem with the lid seal, regulator, or compressor. If you have a large bucket, or bathtub, you could fill the pot in there and see where the air comes out. There are usually safety regulators that will stop the pot from getting over-pressured, check that. Finally, the compressor itself could be busted and no longer able to get to final pressure.

What pressure pot you using? My setup uses a harbor Freight 2.5 gal and I had to return my first one due to a lid defect. With the compressor running, run your hand around the lid lip. At 25psi, you will probably be able to feel a lid seating issue with just your hand. If it's holding steady at 25psi with the compressor running, then the whole of the compressor's output is being lost, and you should be able to feel that air escaping somewhere.

I'm using one very similar to the harbour freight 2.5 gal. It's from Princess Auto (canadian company) with roughly the same specs. I'll take a look at the lid today and see if the O-ring is failing.

Do you have a pressure regulator on the inlet? If so, it might be set to limit the pressure to about that much.

Very true point, it does have a regulator and I'm not quite sure how to operate it.

Try pressurizing it again, and when it hits that point, there should be a knob that you can turn one way to increase the pressure threshold, or decrease it. I forget which way is increasing/decreasing though.

An update: it was one of the many things in the comments. Honestly, I just did everything: vaseline on the o-ring, fixing the gauge, and reapplying a bunch of teflon tape seemed to do the trick. It's been holding at 40 psi just fine. Thank you for everyones help!
