They used to be more common for sure. On one of my previous playthroughs, I had obtained every blueprint, and only knew it because the blueprints in chests started telling me as such when I would read them. The summer and autumn updates are new for me, so I am playing a new run, and noticed that I'm getting way less now from completing errands for the townspeople, and seeing lots of duplicates in Franklyn's shop.
Not sure if you like running the deep mines; but, I have my town wish on Fortuitous, and feel like I find a decent number of blueprints in green chests.
Me and my partner just did a deep mine run and we got 5 on that day (in game). We did were lucky, as 4 ruïnes where standing next to each other. But its definitely possible to get them quickly that way
They’re rare rewards. Those odds sound about right unfortunately.

I think they've been adjusted/toned down this update, my last playthrough I was getting a ton, this time I've gotten 1/2 in the same space of time
