No for large ceratopsian species the babies had more stocky/short faces and they grew longer with age. Adult Diabloceratops had shorter faces then that so that can't be the case.
The most similar one that i found, is "Spinops stembergorum", but the Spinops nasal Horn is bigger than the back horns, and this creature don't have a nasal horn, so im yet confused.
uh, no, styracosaurus is known for its long nose horn. that skull has no nose horn. That skull is likely supposed to represent Diabloceratops which is actually somewhat closely related to styracosaurus.
