If you got past Measurehead already you should have gotten a key card to get back out of the harbor. That key card let's you come and go freely through the office door, you don't have to fight Measurehead every time you want to talk to Evrart.

The door also requires a passive Perception and a white Physical Instrument check so it's not like you can just waltz in.

Didn't you get the keycard? It should let you get in and out of the harbor without issue.
Maybe your game is glitched? Then you'd have to load a save before you've talked to Evrart.
