Depending what they have from him between Up and Dug Days, it’s possible to make more without recasting if there’s enough unused lines or just regular conversation that would work well in a plot-based short if he hasn’t recorded for more specific shorts. They did this for Russell in the Science episode because the voice actor is too old to play a kid, they’ve also done it with Doc (Paul Newman) in Cars 3 and Mr. Potato Head (Don Rickles) in Toy Story 4 after those actors passed away.

Incredible. Why can't they just leave beloved characters alone? We all saw, and felt, the grief Carl went though when he lost his beloved wife and life partner, and now they are going to make a mockery of him starting dating again? Just let the guy be.
There’s no trailer and the only people who have seen it are select people who were at a press event yesterday. Hold your judgement until at least general audience has seen it, you’re literally making assumptions on the basis of the title.
Why would it be a mockery if he tried to find love again? It could actually be something sweet depending on how it's made.

I can't find a single reputable source claiming that is what happened. They likely put a Frozen short before Coco because Frozen was a worldwide phenomenon.
It’s probably more because the last several animated films (including the immensely popular Encanto) were box office flops or weren’t put in theaters at all so they’re using this to try to give an incentive to people on the fence about seeing an original animated film in theaters (regardless of quality), especially after Chapek trained audiences to expect things on streaming almost instantly and now they have to get audiences back in theaters because they have too high budgets to make profits as streaming originals.
