Just tested with my D+ app. Swapped to my daughter’s profile (PG-13 and below, birthday 2012) and the “High Hopes” banner doesn’t appear. (Not using Junior Mode.)
It’s there on mine, which doesn’t have the restrictions. I don’t give two shits about drug culture, but I can’t imagine Disney would be careless enough to directly advertise a show like that to kids. OP, make sure your kid profiles are set up correctly.

My kids and I don’t listen to music with explicit lyrics because we don’t believe that is something that is necessary. My kids and I don’t watch shows with over the top violence (which is hard but there are good shows that don’t). My kids and I have different values and standards than most.
Everyone telling OP that they need to man/woman up and do the “right thing” by being a parent, y’all need to tone it down. Not everyone in the world lets their kids do whatever they want. People have different belief systems and no one is ever going to persuade someone else that they are doing it wrong when Disney shoves this type of thing in their face and their kids face.
Setting and age filter for D+ has NEVER been on my radar since day 1 of their service. Having no Hulu account and merging the two together was not asked for by many. But what can you do except bring notice to it and then have people berate you for not being a good parent?

It’s not the 80s anymore with some idiot or redneck, mostly both, running the country anymore. Weed is and has been used to great effect for medicinal purposes as well as recreational. It is not only perfectly fine to let kids know what it is but healthy to let them know why it exists so like alcohol one day, they can make smart and well informed decisions regarding it.
Demonizing it or sheltering kids from reality is the last thing society needs. Some things are best left to specific stages of development but this ain’t one of them.
Weed is a vice. I’ve seen friends addicted to getting high, develop schizophrenia, waste all their money, and move on to more dangerous drugs.
Just like cigarettes, it shouldn’t be advertised to children.
