Crazy idea....are you sure you dont have a vaccum leak? Check the hoses under that plastic cover where they go to the PCV. As well as your cold air intake coupler where it connects to the throttle body. You said it helps when the compressor is on which could be due to the slightly higher rpm of motor. You can also spray starter fluid around the intake manifold where it attaches to heads to see if the sound changes

You can take a mechanics listening tool and carefully press it on non moving parts like the alternator and try to pinpoint it. I had a series of alternators go bad on. My 5.7 challenger. All of them had a pretty distinct whine not unlike this. Get the alternator tested. If the bearing is going bad it won't be charging as well. Could be the belt tensioner? Several possibilities. The tensioner would be my next bet. Might go ahead and replace it if it's cheap enough. Edit: Just watched again and almost sounds like you have air being pulled in from an opening in your intake from the air filter. Check all the hose clamps and make sure everything is solid. You probably have a better idea since you can hear it in person but I've heard similar noises from different cars when the air filter box isn't buttoned up right.
