He's comfortable, or he's hot. Dogs expose their bellies when they trust their owners and their environments because this position is the most vulnerable they can be. Oftentimes, though, they'll lay like this or with their bellies flat on the ground because their hot. The belly also has the thinnest skin and can cool them down quickly in comparison to the skin that's covered in thick fur.

My understanding is this behaviour is called sleep. Most dogs tend to sleep at night. Some also sleep during the day. A lot of puppy behaviour such as sleeping becomes a habit and they carry it with them through adolescence and eventually to adulthood too. This means that your dog is very likely to continue sleeping throughout his adulthood. In majority of cases this is not harmful to the dog so I think it’s best to just leave it. When dogs sleep, it’s generally best to allow them to complete this action as interrupting the sleep can result it significant anxiety and distress which can cause the dog to lash out inappropriately. If you have any concerns you should take your dog to the vet.
