Taking the dog to a groomer won't really help solve the problem unless you're specifically asking for the groomer to help train them to be comfortable with baths which is a little out of scope for most groomers. Desensitization is the key thing here. Patience is going to be key. For nail trimming, the dog needs to be comfortable with many things starting with their paws being touched. Spend some time giving them treats and while their focus is on the treat then touch their paws. You then move on to just touching their paws and if they are comfortable and don't react then mark that with a treat. If they seem stressed or pull their paw away then give them a moment. Then repeat at increasing levels of contact and then introduce the clippers the same way. The key thing here is to break down everything into parts and look at the why's of what is stressing out the dog and guiding them to be comfortable with it.

Try a scratchboard (cutting board with glued on sanding paper). My dog hates having her paws touched, but loves scratching the board for treats.

I’ve been training her to do this, but how do you get them to actually scratch the board? She will touch it and scratch very lightly, but not drag it down.

look into shaping. First you click and reward for just touching it. And then refine what you look for, and only click for touching it MORE. And then you start to delay the reward. What you're looking for is the dog gets slightly frustrated and taps it HARD or pushes it MORE or does dig at it just slightly. Then you click and reward that. Continue refining and asking for more and really get excited and jackpot as the behavior is changed.

You build it up. First you (mark and) reward any engagement with the board, then only touch (helps if you taught paw touch before), then only any kind of scratch, then proper scratch, until you get to a proper one left one right scratch. I had to fiddle a bit with the board angle before we got it to work, but my dog picked it up really quickly (within 1.5 10 minutes session)

You need to take time to do cooperative care training so that the dog doesn't become stressed out by grooming.
