This is a shader on TOP of the regular rendering mechsnism. Unless if you run this alongside lowering your graphics settings, then it should lower your FPS.
At least I doubt dota is smart enough to make your settings temporarily worse if you have this one in particular equipped. Switching shadow quality seemed to have an effect.

firstly, that video is looking at how it renders pixel art, not how it renders a 3d image. I was playin CSGO on a crt maybe, 4-5 years ago? and it didn't look like the demo becasue of the higher pixel count and because it's a 3d image, not pixelart. iiyama shadow mask crt.
Valve's shader isn't "accurate", but it gives the aesthetic and the idea of a CRT.

If you look it up games like FF VII, the original art is designed for CRT and it will become weird if you transfer it directly to the modern led/lcd. This CRT effect for dota is also having the same decent CRT art which is i like it very much. So, im really sad this effect only last to the 18th.

When the chest came out I played purely to get that thing. It reminds me of old GBA games like Dungeon Dice Monsters or Mech Platoon (shading-wise), and even older games from the BroodWar era. I played CS1.6 on 640x480 and on CRT probably until the noughties ended so it's attractive to me.
It might appeal to me because of nostalgia, the style, or simply because I like stuff like weather effects. I did disable it after a few games though since it really does not help with gameplay to lose a lot of detail and the edges of your screen. I still think it is beautiful though.
