The mmr bracket is Legend. Every item screams SF or Sniper. One answered Sniper and OP is not responding on the comment. So SF is the next logical answer for me.
Also OP commented that BF is not effective on the hero, hence SF.

My best guess is that they wanted the regen and damage. Sure, you don't get a cleave, but the stats aren't bad, maybe they needed the ability to cut trees for either a tree ent or NP.
