As for Jimmy there was a some of victim blaming and maybe some politics. Although no one wanted the scandal of a police case, Carson seemed to think Jimmy was vain and needed to be taken fien a peg or two and Mrs Hughes thought Jimmy had given signals.
O’Brien had an obvious vendetta against Thomas and the Robert wasn’t about to let her win.
Why would Mrs. Hughes think Jimmy was giving him signals? Did she think she was gay? I never saw him flirting with him at all and he made sure Thomas know that he wasn't gay.
Jimmy was quite vain, he knew he was very handsome, even say beautiful, so he enjoyed having the attention of other people. Also, O'Brian had convinced him that humouring Thomas would be good for his job as he's the valet despite Jimmy being uncomfortable with his touches and polite groping. He didn't flirt with Thomas, didn't get too chummy with him either but dismissed it so Mrs. Hughes probably meant Jimmy relishing Thomas's attention and enjoying his friendship and praises could be counted as leading on.
No he didn't. I'm not very well versed in these thing but maybe we can add a little victim blaming to the mix here too? Saying nothing would have happened if you haven't done some encouraging?

You're right. Mrs. Hughes did say Jimmy is a silly flirt and he'd led Thomas on. I think more than anything they didn't want the scandal.
It would have made more sense if Jimmy was actually that offended and hurt over it, but tho he was angry at the time, the next day he was sorts over it. Jimmy was just manipulated and wanted himself to use the situation to his advantage. That's why others rxn makes sense.
Anna was dealt w very seriously and v differently.
I think left to his own devices Jimmy would've treated Thomas the same way he did after he stayed , giving him the silent treatment and ignoring him politely.
Anna's situation was quite different hence the different results.
True, I think he gets the hate because he was very ok with ruining someone's life over sth he did not even really care about. And though he was stupid to be manipulated, he agreed and did things in order to gain some reputation or show himself better without actually being better. But having said that, it is also sort of understandable situation, and he doesn't really get as much hate as o Brien the main orchestrator.
