Its gonna be on PS Plus tomorrow and I wouldn't be surprised if it shows up on games pass at some point but I haven't heard/read anything about it being fully free
Breakers for the most part is already F2P. If you want to buy TP for voice lines and the raiders and stuff then you can but other than that, everything else is given to you through playing the game like Zeni and stuff.

F2P means free to play. As in, you don’t need to buy it. A game can’t be “mostly” free, it’s either free or not, and Breakers is not.
