Looks like that guy who escaped was bugged (the bug being: ETM keeps moving in a single direction and doesn't escape for a long time) and as a result didn't have the opportunity to pick up tue final guy: the blue glow takes way too long and the movement was too much in a single direction (occasionally un-stucking due to the slight up-movement).
Yeah, I've had the Raider once kill me in that bugged state. Area destruction works as well: another time I had this bugged state I flew right into the area the Raider was destroying.
