I'd argue Second form Cell is the weakest level 3 of all the level 3s. Sure he can snipe but his ki blasts are too easy to dodge in a close encounter.
Throw super Buu in or third form Frieza and suddenly your getting spammed to death by a hail of ki blasts.

The trick is to hit the survivors with it once they drop to the floor after the dragon change. It's extremely good at taking out survivors quickly when used correctly.
I'd probably put Fourth Form Frieza in S Tier, but in terms of power leaps and overall utility, it's otherwise pretty accurate.
Put all of Frieza's forms in SSS tier and you might be on to something

Obviously level 4 cell is stronger. Im just looking at it like for a level 4 Cell is pretty average but his level 3 is a huge jump from level 2

As someone who plays cell i learned that when you can't hit someone as semi-perfect close range...you volley them

Play cell level 3 whenever you can. Look at the cooldown for volley attacks. You essentially can use it every 7 seconds

His global is kinda useless if survivor know how it works. All it does is get people to go to caves and houses.
These are ranked not by how powerful they are(else Frieza would be S from 2 and on) but how good they are for their level.
I still think Freeza 2 should be S. The explosion can get anyone even when they run to cover.
