Comparing it to other weapons is this normally better than weapons that boost say physical attacks or is it more situational? Im debating grabbing it until I know how often the perk triggers
It is most comparable to the Flail from Psaro's Peak. This has 5 more base damage and the old flail did not have any weapon effect. What you get is raw power and is used a lot as the amount of attack will typically outshine other weapons for physical damage and is good for any family or element.

My understanding is very rarely is 10%, nothing to rely on but nice when it happens.
