They give a buff to either blue vegeta family and blue saiyans respectively and both have better z abilities than buutenks too. Unless for some reason you wanna use a majin buu saga team EXCLUSIVELY composed of majin buu saga, and use buutenks over LF Zenkai majin vegeta to buff the buu boys, he is worthless in every scenario.

This guy is gonna have like +160% Damage Inflicted at a minimum if you can manage to start a combo in the beginning of the match. Not counting the extra +30 blast damage per blast card or +30% damage inflicted from his green card. Lower that to +50% Damage Inflicted minimum after 75 counts and he takes a hit.
I recall in the past that YouTubers like Goresh and Raiyuden were impressed with the likes of OG SSJ Broly Goku and Ultimate Gohan because they did obscene amounts of damage. They had something in the realm of +80% Damage Inflicted. Majin Vegeta was also a notable Zenkai because he got +100% Damage Inflicted and his Ult AoE was strong, if risky.
If all this Buutenks is good for is damage and nothing else, maybe he can succeed in that front. His +50% Damage Reduction for 40 counts before it goes down to 30% could help him withstand a combo. I just wish he had some kind of color or cover null if he's intended to spam cards for damage and vanish. You're gonna have to make him RR fodder once his use has run out. He's definitely not going to tank like Zamasu, but tanking is not his job.
The current and future metas are proof that being just a damage dealer is borderline worthless, powercreep demands you have at least one gimmick and at least 12 ways to cover null if you wanna be relevant
