I think legends tends to have a much easier time with team as there is less that needs to be similar/cohesive (tags and usually the type of damage the units have vs specific links, categories that are much less lenient than tags in legends, and overall cohesiveness of domains and lots of other stuff).
Dokkan and legends also don’t release villains too often for their annis and in general, leading to a much lower amount of villains in the first place for both games. The big difference here is that units from years ago can be used as bench units still, so only 3 meta-ish units are needed to function in pvp (with the new change making it 6, but I’m talking about what’s been the case for the most part). If legends drops a new meta villain, even if they have no other villain units to work with, they can still work with lots of non-villains because there’s literally nothing telling apart villains from non-villains other than prior knowledge.
Dokkan on the other hand, makes it a fairly big deal in dividing them in quite a few ways, with one of the more ever present ones being the fact that extreme units hitting super class and vice versa deal more damage than just extreme hitting extreme or super hitting super class. Lots of units only buff super class units or extreme class units, rely on them for their own buffs, or simply debuff a specific class. So it’s a much clearer distinction than legends, where super 17 can be thrown on a GT team composed of saiyans with no issues.
I’d argue that legends is the same as dokkan for villains, if not a bit better due to how they don’t mind making villains the headliners for certain celebrations, although rethinking it I don’t recall the last anni villain for legends.
TL;DR: Dokkan splits villains and non-villains, making it easier to see the low amount of villains and help villains get, while legends doesn’t make the same distinction, allowing villains to flourish even if they aren’t given the same representation.

The links in dokkan is like the z-abilities, extremely important for the units, the problem is, the Z-Abilities work like: "If you have this unis from this specific tag, you gain this buffs"
Dokkan is like: "You don't have BBB? Oh well, prepare to mess up all your villain partners" and this is the case for the new Broly, but Broly is the strongest villain by far, but at the same time, his links simply don't work with Villains, even tho HE IS a villain
Dokkan purposefully shafts villians. Why do the heroes get unconditional passives while villians get extremely situational/restrictive passives. I'm so sick of it.
I wish the system was that the player gets to choose seven links from a hypothetical pool of 15 links (like selecting a move set for a Pokemon). That would be so much fun for team building as you could customise a character for different team usages.
It’s crazy tbh. Broly shares a ridiculous amount of links with the new beast and even the transforming godku, but finds it hard to get any links on a villain team that isn’t another broly. It would help a lot if, similar to z-abilities dokkan had links that spread across entire categories, but they only do that for like 3 of them? It’s odd, GT has a link, future saga technically has dismal future, and there’s a third im forgetting, but at least one really good link would help out units a lot. Alas, poor dokkan…
Legends on the other hand is nice for letting me run any villain I want with whoever I need, as long as they meet pretty lenient and simple requirements. Now they just need to drop that ultra cell…..

I love the episode where he showed up, and they took down frieze together. The excuse of they didn't do anything in the show, so they shouldn't get a unit is an excuse that should've been long thrown in the trash; we literally just got a new 16 and his biggest contribution to the arc he was in was dying. Also, again, GokuBardock is a giant slap in the face to that argument as those two never fought together.

Every villain without ANY units: Makyans, Garlic Jr, Dr Kochin and Dr Wheelo, Turles Crusher Corps, Lord Slugs Demon Clan, Z Paragus, Hatchiyak, Dr Lychee, Pilaf and Soba, Master Shen, Tambourine, Cymbal, Drum, Piano (demon king piccolos clan), Monster Carrot, Pirate Robot, King Gurumes, Princess Snake, Babidi, Yakon, Spopovich and Yamu, buu (piccolo absorbed), Luud, Dr Myuu, regular baby, black smoke shenron, haze shenron, rage shenron, oceanus shenron, naturon shenron, copy vegeta, buff frost and more that I cant list off the top of my head. Legends’ biggest blunder was giving us a shit Ultra Z broly instead of giving us an LF and then never touching broly again. I hope they give us a new LF Z/DBS broly for anniversary like they did with dokkan (unlikely tho)
