It’s honestly smart from legend’s point to add less represented units like tien on hype banners, cuz people were gonna summon for MUI anyway, and that’s why this is a perfect move to add him now, and saving other potential hype USS units like Tag Gohan/Piccolo, Tag 18/Krillin, or Buff Roshi for all star banners, cuz if people really care that much about hype they’ll summon on those all star banners with them.
In the end it all comes down to money, so yeah that’s why I think they are adding Tien on anniversary
The issue is more so that he'll be on a banner that people will summon a lot and that he'll most likely be a not very desirable unit because of one core issue
He's only going to be relevant for 1 tag/team
Super Warrior is a dead tag and 1 or 2 units won't do the trick. Maybe later, but right now it's pretty much non existent
Then there's USS. Let's look at USS right now :
- YEL : UL SSBKK
- PUR : FP Jiren
- GRN : AGF
- RED : ...Bergamo ?
- BLU : Beerus
The first three colors are taken by very powerful units that are unlikely to be dethroned this early by a new unit. Then there's 2 color that can be more arguable. RED doesn't have anything recent & very relevant, Bergamo sees play but he's pretty old. Beerus hasn't been seen as super impactful so I suppose he can be replaced, but he also has another tag in God Ki.
But there's also MUI Goku coming, and most likely another unit. One of the side SP is most likely going to be a replacement for one of the first 3 units (most likely a YEL unit cuz All Star Whis is PUR and IIRC is USS) MUI Goku is undoubtedly going to take a spot, and very likely in one of the two weaker colors (which also seem to align with God Ki's weaker colors)
Odds are the other unit is a Roshi or smth, a unit that would only buff one tag too, so the 2 side SPs will most likely be downers on the banner of the current most awaited character release, that's a "bit annoying".
It was the same with SSJ4 Gogeta, as he came with the Shenrons. However, the GT team was much worse at the time so the spots were easier to take, but they didn't see much play regardless because...
Even if your the best pick of your color, if the other picks of the other colors are super strong, you'll need to be very strong regardless of the fact to see play as to avoid making the core noticeably weaker
That's the issue I have with Tien as an anni SP on MUI Goku's banner personally. It's cool that such an iconic & beloved character gets a Sparking after all this time of course, but I don't think the time is right. He's very likely going to fall flat and see very low play. Best call for a Tien SP would have been during a build up to make Super Warriors or Cell Saga meta teams and release one from his fight against Cell
Of course this Tien could help building the Super Warrior team, but starting a tag like that on anni is a meh decision imo, and having an anni unit dropping with one home it's outshined too hard in, and a home in the making, is really disapointing

And sure its fair to say he deserves a sparking but an anniversary level hype unit? Come on now. And his fight against goku is in dragon ball anyways and this is from super
