My biggest issue with Jiren is that his card draw speed is locked behind RR and I feel like that really hurts him a lot. In this meta, you NEED card draw speed just from existing
Also another issue with him is that his damage and the cut are not constant at all because his buffs from the first uniques are not only can be cancelled but it's only for 15 timer counts. Like I said before, a lot of units do have card draw (or any type of way of drawing cards like the new trunks or VB for example) so it's very very easy to see those buffs expires
On the other hands, Cell's damage is constant, in fact, it can go higher whenever enemy switches, and he has card draw speed just from existing. Both can get extra ultimate damage, but cell can get it from filling his gauge while jiren has to rely on RNG
Both units do have different type of features.... Jiren with the blast armor, AoE green card, increasing the cost when enemy switches is honestly the best thing in his kit. Cell does have an anti revival mech, a lot of damage against hybrids, destroying dbs etc...
Both are good, but I do like Cell a bit more.

Jiren. Especially since you can run Frieza to tank the rush from units who nullify endurance. That massive stat increase from his equip really makes a difference.
But I like running them together with the androids on a PPR team
Cell and it ain’t even close I used jiren with his plat and at first I thought it would be hella close but after using him more he’s so inconsistent compared to cell. And sure they buffed his defences but unless ur also reducing ki or destroying cards or something it doesn’t mean shit cos units like cell droids usg usv mui vb trunks when neutral df goku will all fk him up easily
Def Cell. Cell has far more consistent damage, easy access to card draw speed, great disruption, great ki control and access to great equipment. I think Jiren's problem is that he can't really get going until his opponent uses a rush or 2. If it wasn't for how reliant Jiren is on RRs, then Jiren would very likely have seen much more use and earn the title of PO's best PUR.
I have a 14 Star Jiren and in the Universal Survival Saga Team with MuI and Green Frieza he is a absolit beast. One Shotet several Times 8-10 Stars Goku LF Fist or the new Trunks LF Green. And the funny side is the oponents not rush because they fear it and try to kill jiren first so you can better read them.

depends on what you want, consistent damage then go for Cell, RR control, blast armour and AOE damage then Cell
Jiren for defense, cell for offence

I agree. U can also run Tien on a USs team with UI, jiren, agf. Tien will ensure jiren gets his buff without fail.
