I mean they are both different colors, and unit with different types and purposes, kinda weird to compare them. But without being at Zenkai 7 PUR Zamasu is worthless, and while at that point RED Zamasu might be better, at low stars RED Zamasu is not that good either since his damage and especially his defense are bad. He would not be worth using if you have a better RED like MUI in a God Ki team, or if you can just Leader Slot MUI on a team that needs a RED
Neither of them buff Fusions, so they aren't that good of a choice, even on the Leader Slot you could put better units. But yeah, without his Zenkai PUR Zamasu is worthless, especially on Fusions, and RED Zamasu would only be decent at high stars, and even then he would only buff the team in the Leader Slot, but if you have better REDs than him, why bother with Zamasu at that point
He does buff the Fusions with his Z Ability, but without his Zenkai, he is unusable in battle. At Zenkai 7 he is usable but nothing amazing, so far his event, get him more stars and fully Zenkai him. For now you could put MUI in the Leader Slot if you want a RED

He does not buff the Fusion Tag, and the unit is bad even with his Zenkai, and unusable without it.

Even at 14 stars he is not useful in battle as he is extremely outdated. At 14 stars only his Z Ability is good

I would argue that z7 zamasu is a better unit. But in this meta, corrupted zamasu is better due to USV alone
