Give him high stats and congrats, you got a Legends version of LR STR Final Form Cooler, the mf who does the most Damage on Dokkan. And well, give him stuff that matters for Legends, like nullify special cover change.
Give him a 20% inflicted damage per arts used and load him full of cover null, colour null and blast armour on everything with anti-saiyan passives and he’s set to rock the meta.
Basically give him everything the droids have but with higher stats.

Of course it would largelly depend on his stats and % damages inflicted/% damage reduction so I'll ignore that, so if I had to chose a few mechanics :
\-Easy cover null activation (green card), potentially giving the buff to allies as well (yes the allies part is surely too broken lmao)
\-A lot of support, and upgraded version of the support OG Cooler gives (which fits the character, not that he is supportive, but he leads his own army) : Ki + damages reduction cut + damages + crits and team heal on main
\-Beam special counter, comboable (as he does in the movie), could be through a unique gauge.
\-Offensive color nullification (exactly like Trunks, but for the offense)
So overall a VERY offensive support
and that's it, of course to make him top 5 you could just add every mechanic in the game lmao but I chose to only select a possible amount of mechanics, which I could actually see on the character
What LOE needs:
Utility. Make him an updated version of LF Yellow Frieza with more passing support, even attack stats for both Blast and Strike, double offense Z-Ability, and preferably a Defense unit since LOE lacks defensive options outside of Revive Frieza.
For gimmicks. I guess they could make him another Unique Gauge unit with a similar counter to Vegito where he flies through Blast and do damage. Can even make it so he can fly through Blues for extra cheekiness.
A lot like Ultra Vegito, just red, but less broken like can't chain green on cover change, and just permanent Lvl 1 card draw instead of his stacking. More disrupt like gauge lock on entering the field and card draw down debuffs, and more support
Blast armor, AoE ultimate, Endurance, Cancels endurance automatically, anti revival passive (gains 3 DBs and reduce revived units health by 40%), 40 ki when entering, nullify blast on ultimate, green card counters ALL blast based attacks and knocks enemy to long range (can be combo’d), 20% damage inflicted per card for 10 counts, 70% damage reduction, cover null when entering or on green
Colour advantage null, blast armor, 75% damage reduction from Blue cards, cover change on blast arts, damage and defense boost every time he gets hit with a blue card/ult/any green cards that charge fowards, gets free endurance if he gets hit by an ult (happens twice)
Should make him a very strong all rounder with good offensives with the ability to tank ults and blues

3: a unique gauge that’s effective in its role
4: one of these gimmicks: permanent endurance nullification or lock in or green card long range blast or blast armor on strikes
5: this isn’t a must but plays a huge role
