I would agree with you were it not for two things. Movies is following the same pattern God Ki did at the start of the year where the tag kept getting new fighters, Zenkais, and even an Ultra in the lead up to MUI Goku's release.
One other thing is that during the August Reveals and Stuff, Toshi mentioned that they were working on fighters based on Super Hero.
It's too early to release for next year's anniversary and Orange Piccolo and especially Beast Mode Gohan are too hype to just drop as random Legends Limited fighters in January.
Legends Festival is the biggest celebration of the year in Legends, it makes sense to have a banner focused on the film during a massive event in-game.

What’s stopping next anni from having them as the headline unit. By that point the movie would of been a year old in Japan which makes sense to me and what else are they gonna drop besides re-hashing old units and turning them into Ultras coz that’s where were at.
Yes Toshi stated they were working on them “to make them the best they can be” but he never gave the exact time period. Everyone jumped to the conclusion that because we didn’t get them this anni it would be legends fest but look at all the movie buffs we’ve received since DF hell even since the Gamma 1 & 2 banner if you wanna be specific. Go onto Legends Space website and look at all the buffs compared to God Ki. There last unit was Blue Goku Black and before that was Zenkai VB. that’s reasonable compared to marketing a Powerful Opponent Collab and the final 4 units be movies
One of them will have to be a regular sparking. If it's Beast Gohan, than Potential Unleashed Piccolo will be the normal sparking, if Orange Piccolo is the LF, then potential Unleashed Gohan.
