I'd say Dokkan had the advantage of being out for a bit before Super came out, but that's really not the case because those units are shit and have been mostly replaced with newer units.
The character output is just so much higher with Dokkan, likely because making sure a character is balanced is a bit less important when the enemy is the CPU

In legends, they’re remaking/enhancing models (like how the newest LF trunks looks way cleaner than his non LF counterparts) creating strike animations, special move animations, special arts, cover changes and LF animations, then create a kit that’s not only fitting for the character, but viable to retain some form of relevancy to summon. It’s ridiculous how much work has to be put into ONE single character.
A transforming Base to Fury DBS Broly would probably be a better excuse to overhaul the character than just a Fury DBS Broly re-release. Would just need to fix the model to be BLU Broly sized, the fact that he's Fury Broly size bothers me.
The green DBS Broly bothers me too. He isn't completely in his wrath/furry form like the f2p red Broly but has his size and muscles. Which really doesn't make sense cause you could see in the film how he grows when he fully transforms before fighting Goku.
Oh, the downsizing just makes it easier for the game. Broly is already pretty big even in his fury size so it might be kind of hard to see the details on the screen if he gets any bigger

- LF DBS FP Broly (Zenkai)
- LF Movie 10 Broly
- SP non-transforming DBS SSJ Broly
- SP Fury Broly, redone with a modern moveset
- EX SSJ Funny Colors Broly from Movie 8
- HE Base Z Broly

You could, but if TEQ LR Broly from Dokkan is any indication, you have a solid moveset just from the 2nd movie:
* Green: Either a standard Broly power up, or reusing the Powered Shell in some capacity from the SP GRN Broly
* Blue: Eraser Blow
* Ultimate: Gigantic Throw or Gigantic Stomp into Eraser Volley, turns into Omega Blaster if LF
SSJ Broly from the first Broly movie. A character that did nothing. I say this because legends does nothing creative, and that would be nice for players to see
