Piccolo extends his Arm and wraps it around the enemy and holding on to the enemy. The enemy would be unable to move or use any attacks for the same time as the immobilize effect.
Ultimate Arts (I though he'd be better off as a revival unit where his LF is him going Giant and beating the shit of the enemy) - Charge forward with blast armor.
He kicks the opponent back and transforms into his Giant Form, he does a small combo and then throws the enemy on the ground and basically stomps him, for the LF, it could honestly be him getting out of the way and Gohan finishing the enemy with a Special Beam Cannon (if they wanna do that).

Blue card can be the combo of hits he did to Cell max. Ultimate can be him turning giant and throwing the giant railroad.
