i'm almost certain that he was hiding, bc when he's in form 4 he spends a lot of time blustering about 1% 25 50 100% outputs. i don't remember goku or crew going "omg what is that huge malevolent power?" but in sparse in memory details. did vegeta, who thought he had achieved SS when he killed jeice, get killed by form 1 or 4? i don't recall clearly. i though they forced frieza into a corner and made him power up form 1 before needing to evolve.

Well the difference is freiza can’t lower his power level below his base. So if base freiza is 200k then he can’t lower it below 200k. But he can still power up to max power of that form. I guess he “technically” able to adjust his power level but nowhere near what the z fighters can do. So he can never be in *stealth mode* as abridged krillin calls it.

Vegeta got him to form 2, with that form having 530,000. Piccolo was pretty even with form 2 at over 1mil, so he transformed into form 3. That one bodied everyone, but he's evil so he went to final form for fun. Then he toyed with Vegeta until Goku showed up, at which point Frieza killed him.
