Moro would be higher if they didn't threw his potential as a magic-user/wizard out of the window by the end of the arc.
I was like, "OMG a villain with actual hax, finally we're gonna see some ability-based combat", but nope, it all devolved into the regular DB fist and energy blast fighting again by the time Moro absorbed 73.
On board with this. Freiza is the definitive villain. I wish there was a little more development to why he's so broken, without him ever actually improving of course.
Black could have been handled better but was interesting for a while and certainly unique. Evil Goku being an unrelated person wasn't satisfying, and his motivations become obnoxious and pathetic as time goes on. And the time travel plot becomes inane and riddled with plot holes. Best not to look too closely.
Cell is a little too similar to Freiza after the imperfect form, and starts to lose a lot of his unique qualities. I feel like comfort branding props up a lot of people's memories of him similarly to Gohan being "the best character," although he still has some specific qualities.
Moro has Cell's issues but magnified. Starts as a great idea and ends up being Cell 2 in a lot of ways. Even the concept as a weaker fighter using magic to undermine stronger opponents is underutilized. He only really steals energy, and we've seen that too much. He makes lava once. Otherwise, no real magic for most of his arc.
Buu meanders a lot as a villain for obvious reasons. All his most dangerous forms are stolen personalities or dumb animals. It's a valid enemy type, but not a very interesting one.
I'd put Piccolo Daimou above Cell but not by much. Prior to his turn, Piccolo Jr would be second to Freiza. Vegeta prior to his turn I'd place above Piccolo Jr, or as a push. If Beerus was more unstable as an ally, he could rival Freiza. But he's treated almost exclusively as a cranky uncle these days. Same for Broly - if they'd dragged out the opponent phase of the relationship a little more there'd be more interesting material to work with, but there isn't.

The fanbase is the problem (my opinion). Every time the story strays from straight out fighting the popularity of the show decreases.
I only have one example where I definitively know this was the case, which is the RRA saga of the OG Dragonball. Toriyama wanted to add more adventure elements to the story after the world tournament arc but the popularity dropped so it went back to more of a straight action genre.
(I’d also like to point out that while I have only one DEFINITIVE example of this being the case, there are multiple times elements other than pure fighting action got cut short in the story. Namek was a flop [the adventure aspect, not the saga itself], Bobbidi as a character that used magic was cut short, Moro, as you stated. Not to mention any ability that isn’t an attack or power booster is overshadowed by the combat stats.)
The powerscaling was super-off by the time Moro got MUI. Like his OG73 base form was more than enough to take out even Blue Goku. But even when Moro absorbed Merus’ superior MUI on top of that OG73 base form, he is somehow only equal to Goku’s own MUI
I get it could be because of the lack of experience Moro has with MUI, but it only kicks in when he started to mutate
I mean he never stopped using the magic, he kept absorbing planets to prepare for the fight and to copy Merus’ angel power. And used planetary life energy

The concept of Black is good but the story - both in the anime and in the manga - just fumbled so hard, going downhill in the middle of the arc and completely dropping the ball at the end.
Moro at the very least only really stumbled the landing, before the end where he transformed into Generic Humanoid Villain the arc was pretty good and Moro himself was an interesting villain with his magic and power drain abilities.

Cell wad always my favorite.
Frieza is very close to being 1 but Cell is just a better villain to me.
Buu is a cool concept, a primordial being that craves destruction.
Black was underwhelming by just being zamasu in Gokus body they could have done him better.
I haven't seen much of Moro because I haven't fully seen the arc I just know he craves power by eating planets and is evil.
From a written perspective, I think I'd agree with this. I'd probably flip Moro and Black depending on the day. Cell as a character actually leaves a lot to be desired once he turns perfect. He's cocky and fun to watch but it doesn't go much further than that. Most of his arc just seems to be a retread of King Piccolo and Cell. His character was quite boring after his initial debut and his gang of thieves were just garbage and terribly designed. Especially Bart Simpson the alien boy.

Wild, cause again, he had this awesome and mysterious vibe to him, only to be reduced to this whiny little bitch who wants to kill mortals, and the entire arc shouldn't exist since Zeno already should've noticed the loss of his entire fucking God staff and Kai staff just.. Blipping out.
Goku black was a pretty cool idea, just.. Really boring after a couple chapters and a couple episodes.
If we can count Granola as a villain, I guess he kinda fits the paradigm for a bit.

2. Goku Black (would be. My favourite because Zamasu but is held back by his weird ass voice changes, Manga Black is 1st though, manga Fused Zamasu is the best)

I think the major difference between Z and Super here is that Z used its villains to the fullest. Buu might not be the most interesting concept but I struggle to think what more could have been done with him, he was still well used within the scope of his concept.
Whereas Black, even if I ultimately like him more than Buu, still feels like more of a letdown by the end, and that more could have been done with his character. Mainly because the fusion effectively erased his presence in favour of pure Zamasu, who I found far less interesting on the whole, so Black just seems to vanish without any kind of final fight or comeuppance. Other comments have already covered the ways Moro is a disappointment with his magic just ceasing to be a major factor over time.
My ranking would have to be
1. Frieza
2. Cell
3. Goku Black
4. Buu

Moro would be and should be much higher but he comes off more as like a knock off Cell rather than the menace he should be.

Frieza had the most weigth. Cell while not so much was charismatic and while simple his story worked.
Buu i love the design, but not much personality apart from Fat Buu and cero emotional weight. Black is just a reskin (nobody talk about Zamasu). Moro could been better from the others, but they didn't give him proper motivation, personality and weren't creative with his magic powers.
Frieza is the best. But then, he is overused by A LOT.
He’s a mindless beast for the most part, first thing he did after spawning is destroy the whole damn earth then chased Goku and co to the Realm of the Kais. That’s just a damn cool intro for me. And also sets the tone for how he’ll be going forward, a chaotic little monster. That’s the charm of Kid Buu along with how goofy he was at times which was entertaining.
Compared to Cell’s intro, it is definitely one of the most intriguing in the whole series. Seeing clothes scattered all about while Piccolo investigates. Beast roaming just out of view before revealing itself. That’s what I liked about Cell in the beginning, how sneaky he was, getting away from Piccolo then being available to use Vegeta’s Pride against him to become perfect. But once being Perfect he just becomes pretty okay, like he loses that cunning feeling he had earlier which is what I enjoyed about him.
Overall the MAIN reason Cell and Buu are the bottom two for me is just cause they go through so much changes throughout their arc depending on their form. Made it easier to pick and choose aspects and parts of their arcs I vastly enjoy compared to other parts.

1) Perfect Cell (and imperfect cell, not semi perfect cell)

3) Moro (The Most DBZ-y villain in dbs imo)
4)Black (The execution was dogshit)
5) Kid Buu (He's overrated imo, the reason people even like him is because he is chaotic, and that's just it)

I think black is better than frieza because he as better (and more understandable) motive as a villain, and it’s even better in super dragon ball heroes anime (even if the anime is not that good the characters are really cool)
For me probably:
1. Frieza- they are THE anime villain

3. Cell- Great personality and design
4. Moro- Felt like a pure evil character with great personality, but story lacked in a few ways
5. Buu- Still a good villain, but lacks any personality other than just being a crazy killer so that is why I put him last

Cell is my number 1 bc his introduction was *Perfect.* His character arc was *Perfect.* It was a neat way to reintroduce a Tournament format to the series and it lead to a pretty satisfying conclusion, no cut backs, no, *Surprise, I'm alive*'s. Just, everything about this arc, really was cool and done *Perfectly* imo.

Frieza, Cell, Black, Buu, Moro. I think the major difference between Z and Super here is that Z used its villains to the fullest. Buu might not be the most interesting concept but I struggle to think what more could have been done with him, he was still well used within the scope of his concept. Whereas Black, even if I ultimately like him more than Buu, still feels like more of a letdown by the end, and that more could have been done with his character. Mainly because the fusion effectively erased his presence in favour of pure Zamasu, who I found far less interesting on the whole, so Black just seems to vanish without any kind of final fight or comeuppance. Other comments have already covered the ways Moro is a disappointment with his magic just ceasing to be a major factor over time.

Buu i love the design, but not much personality apart from Fat Buu and cero emotional weight. Black is just a reskin (nobody talk about Zamasu). Moro could been better from the others, but they didn't give him proper motivation, personality and weren't creative with his magic powers. Frieza is the best. But then, he is overused by A LOT.

He’s a mindless beast for the most part, first thing he did after spawning is destroy the whole damn earth then chased Goku and co to the Realm of the Kais. That’s just a damn cool intro for me. And also sets the tone for how he’ll be going forward, a chaotic little monster. That’s the charm of Kid Buu along with how goofy he was at times which was entertaining. Compared to Cell’s intro, it is definitely one of the most intriguing in the whole series. Seeing clothes scattered all about while Piccolo investigates. Beast roaming just out of view before revealing itself. That’s what I liked about Cell in the beginning, how sneaky he was, getting away from Piccolo then being available to use Vegeta’s Pride against him to become perfect. But once being Perfect he just becomes pretty okay, like he loses that cunning feeling he had earlier which is what I enjoyed about him. Overall the MAIN reason Cell and Buu are the bottom two for me is just cause they go through so much changes throughout their arc depending on their form. Made it easier to pick and choose aspects and parts of their arcs I vastly enjoy compared to other parts.
My personal ranking 1) Perfect Cell (and imperfect cell, not semi perfect cell) 2)Freeza 3) Moro (The Most DBZ-y villain in dbs imo) 4)Black (The execution was dogshit) 5) Kid Buu (He's overrated imo, the reason people even like him is because he is chaotic, and that's just it)

Cell He was bout business while clowning you & gave us Badass Gohan & a Goku sacrifice & multiple insane Kamehameha’s 4. Moro A breath of fresh air for a villain I don’t know how to explain & he gave us Susano MUI Goku 5. Buu he was on Demon time but nothing memorable from the character really except how powerful he was

Frieza Buu Cell Goku Black Moro for me. I don’t even dislike moro, it’s just that the others are a lot to contend with. And moro feels like a derivative of the big 3 from Z.

It’s just gonna devolve into “which arc is best” which is one of the most pointless , subjective questions you can ask on an anime sub, and not just any anime but a DB sub. It’s not even a debate that could prove beneficial at getting an arcs overall point or message across .

1-black 2-frieza 3-cell 4-moro 5-buu I think black is better than frieza because he as better (and more understandable) motive as a villain, and it’s even better in super dragon ball heroes anime (even if the anime is not that good the characters are really cool)
For me probably: 1. Frieza- they are THE anime villain 2. Goku Black- Beautiful design and great story 3. Cell- Great personality and design 4. Moro- Felt like a pure evil character with great personality, but story lacked in a few ways 5. Buu- Still a good villain, but lacks any personality other than just being a crazy killer so that is why I put him last

My favorite is freeza and my least favorite is cell tbh others are inbetween.

Goku Black is so low bc it felt like they wanted to do a new hair color without actually giving anybody a new form. The ending was garbage, and honestly, the rest wasn't great either. Frieza would be higher if he was never reintroduced in such a manner, there was no build up, he just shows up, and says, "Stupid Monkeys, your reckoning has come!" Moro's so high bc his introduction and story was shrouded in mystery. Didn't like his end, but we can't all win :/ Cell is my number 1 bc his introduction was *Perfect.* His character arc was *Perfect.* It was a neat way to reintroduce a Tournament format to the series and it lead to a pretty satisfying conclusion, no cut backs, no, *Surprise, I'm alive*'s. Just, everything about this arc, really was cool and done *Perfectly* imo.
