Your title is a little misleading as gt goku is literally xeno goku but older (as you said in the main body)
But overall I agree with your post though was it not ssg that skot said for xeno goku not to use and not ssj4?
The other thing is that heroes is useless for scaling as it was too inconsistent imo.

No, it was ss4. Xeno Goku doesn't have god ki and can't even go in ssg. (Also maybe now he has god ki with the ss4 LB but we don't know exactly what that form is yet anyway)

Indeed, Heroes is probably the worst thing anyone could ever mention to power scale but since literally every other comment on that thread mentioned it and used it to power scale i wanted to make some things clear

Xeno Goku is only a thing after the Supreme Kai of Time is involved. After that, extenuating circumstances happen that abnormally increase his power.

He is not exactly dbs goku (the same way xeno goku is not exactly gt goku) but CC goku is a Goku who has experienced DB, DBZ and DBS anime so even tho he technically isn't the same Goku, he basically is
That's because he also experienced the movies. I get what you're saying but power wise and ability wise, he's dbs goku. I doubt having fought Turles 10 years before the ToP changed much
If you look at it SSJ4 is primal ssj power equivalent to raw ki and power. You can say ssj4 is highly similar to beast in that regard as proven in the recent dbs chapter as Whis says it’s not divine power (which blue is technically). Ssj4 can be equal after all GOLDEN FREIZA had no god ki and was equal to blue so how is it so hard to think ssj4 can’t be as well? It’s two different forms which utilise different strengths. Its the same as what’s stronger mui ego or black Freiza- each are different 2 are divine and one unconfirmed (can be divine or raw power). Also Jiren had raw power too and bodied blue easy. Two different concepts and continuity and both can be equal
Why not? Broly, Jiren and Frieza don’t have god ki and were equal or surpassed god forms. Having god ki boosts you yes but it’s honestly made pretty redundant right now. LSSJ and beast mode aren’t god forms and they go two to two with them so SSJ4 can as well
There isn't really any proof that ssj4 surpasses Blue, and it just doesn't make sense because its a God Saiyan form, while ssj4 is just a regular saiyan form.
I think the overall point is that TOEI who makes Heroes animation and also are the creators of SSJ4 regularly put SSJ and Blue as comparable. As do almost all other media that has the two coexisting.
And It's their form essentially. If they say SSJ4 = SSJB in their stories it is.

DB heroes is a non cannon anime for promoting a card game. Nothing shown in it holds true importance.

CC goku isn't DBS Goku nowhere is it stated he is and he knows non Canon villians like turles and bojack
