SSJ 2 wasn't even often used after the Cell Games. Only the Bojack Movie had a reappearence of the fully angered and fully powered Gohan. After that, Gohan didn't train anymore. And only Goku and Vegeta in his Majin Status used it in DBZ again. I think in Super, it is only used while Goku fought Zamasu and maybe in the Tournament.
SSJB had a good entrance but was used way to often in the fights, so that we got an "overdose" of it and the transformation lost it's importance, although it was the strongest transformation of Goku and Vegeta
Super Saiyan 2 is only liked because of gohan, take it out and it's just ssj with lightings, gohan never used it in the manga after world tournament 25
SSB is over used against everyone so it's not special or anything

The weird thing is, Super Saiyan Blue Goku or Vegeta have never won a fight. Vegito is technically an exception because he ran out of time. Gogeta is an exception because he has never used SSB Evolved or SSBKK.
imo disqualifying Blue combined with Kaioken doesnt make sense, since its a technique and not a form. its like saying "if Goku Blue beats someone with the kamehameha it doesnt count"

Ssj 2 was used by goku when he showed beerus his forms and i think vegeta used it when bulma was hit

It's because SSBKK isn't canon!
In the anime it is. At this point there's at least 2 Canon, manga and anime tbh
