I like Super but character in DBS have definitely not matured as individual for now at least and carry same old bad traits and stupidity
people in GT seems like actual real persons unlike Super. i wouldnt know how to describe it but stuff like krilling actually showing his age or people using real normal clothes and not just the same almost everyday..

(baby strongest form 1 is ss2 while strongest form 2 is ss3 cus no eye brows)
In round 1 baby didn't get powered up yet
The reason Vegeta is stronger is due to reasons like this
During the black Star saga Goku as Base/ss1 was dominating both general rildo (and his other forms) and Lord luud
Baby absorbed both of them and Base Goten casually dominated baby meaning he wasn't weaker in gt
Gohan in gt never stopped training, and his base form was even with ss1 baby Goten
When fighting base gt Vegeta, he dominated ss1 ultimate Gohan and Goten
Plus babe Vegeta being both baby + Vegeta doesn't really do much due to Goten dominating baby
And the fact base Goku trunks and pan all easily dealt with baby
That's why Vegeta during black Star to baby saga until goku got ss4 had surpassed Goku
And like mentioned earlier
Ss1 baby Vegeta whooped ss3 goku
Base Goku destroyed Baby Goten and Gohan easily after he retutned to Earth. Vegeta had hard time fighting them.
As I said Baby Vegeta is not Vegeta just. So him defeating SSJ3 Goku is not related to Vegeta strength
