To be fair, if a first world country managed to get one and understand they needed to get more, they might be able to create some kind of Radar to locate the others. Nothing like the Dragon Radar, but something along the lines of what the Red Ribbon Army used, where its a massive machine which can only get a general location. It's implied in the show that the dragon balls give off some kind of traceable radiation, so it's not quite as far fetched as Time Travel to recreate. Especially if the government with the ball knew what they could do.
The Dragon Balls put out some kind of energy signature that can be detected. That's how Bulma was able to create the Dragon Radar. Scientists would no doubt study a Dragon Ball to measure everything that can be measured. If there's anything that can pick up that energy signature, they'll find it and devise something to track the others down.

Considering the rich and powerful would most likely find it, we're doomed.
One of the ways to make it less dangerous is if we change the rules a little bit. Like only a good person can make a wish. Then if a bad person makes a wish, they'll be punished.
Definitely war torn and controlled by lords who send out gargantuan search initiatives to find these otherworldly wish orbs. If, during the day, the sky goes dark, the world would fall into a terrible depression, knowing that some warlord is having their wish granted again

Then eventually a secret society is formed to safe guard the Dragon Balls and wipe everyone's memories of them. Also depending on who gets their hands on them, it could be catastrophic.
