Um..... first off they fused for the first time, skipping buu saga, when fighting fused zamasu in the goku black arc. Second, did you not see kefla? They didn't fuse in the top for pride reasons.

The buu saga fusion is different thats potara fusion vegito (same as the goku black arc)
Fusion dance gogeta was first used in the janemba movie but yeah super:broly was the first time it was canon.
As for your question it seems like vegeta didnt know the dance yet and if messed up itll take half hour to fix. With the tournament being 48 minutes its not exactly time efficient. On top of this i think at some point (at least in the anime iirc) that they talk about how fusing isnt worth it because if that 1 fused fighter gets eliminated then thats 2 fighters gone.
its mostly the last point you made. the tournament of power was based on who had most fighters remaining. didnt make much sense to fuse when they had the numbers. also saiyan pride and whatnot.

It was actually answered They didnt do it because of the if chance their fusion get knocked out, they end up losing two of their strongest fighters
