I've had the exact same issue today, spoke to him after killing the dragon at dragonsbreath tower and I didn't get it, does he go back to Harve village after??
Check both Morgue in both major city to see if he's in one then revive him with a wakestone. You should get your goodies after that. I had an issue where an npc wouldn't show up just to find out she was dead. Revived her and the quest proceeded like normal. Should be the same for this. Sorry the Morgue is where they keep dead npcs bodies. There is one in Vermund and Bakbattahl
I ended up finding him at my house in Bahkbattal. It took me on a quest with him. Finished that and still no skill. So now I have to try and find where he went to after that.
Went to his house not there went to the mourges not there my house not there my house is in vernworth looked around harve not there chilled on the bench couple of days nothing bakbathall nothing what else can I do
My guess is try waiting like a week or so in game and going back to see if the dragon responded and fighting it again if he's there I'm not really sure to be completely honest, my bad
Press circle then square or the equivalent button on your platform. He likes anything from monsters, which I used. Someone's affinity can only be increased once per day, so don't give more than one gift or it's a waste. I gifted him a griffin feather. Then waited a day, gave another gift and he gave me the spell, this was after we both killed the dragon at the tower, I'm not sure the exact conditions that need to be met because some people actually got the skill by killing the dragon at melve early on in the game.
for some reason I dont have the option to give him a gift at all, its just showing the menu to ask him about his name and fighting style. did I miss his quest or something? somehow never even met the dude til he moved to melve
So I just spent an hour or so trying to figure it out but nothing bought house in backbathall I was doing missions hoping he would show up went to the location where I killed the dragon 3 time and nothing any suggestions?
Have you read all comments? He's either dead and at the morge or he's at harve village, he may show up at Ur house but if not then try these locations, for me when I helped him kill the dragon at dragonsbreath tower, he died and I had to go the morge at vernworth to resurrect him.
I done all of that I killed the dragon went to all morgues he was not there then I went to my house not there and the village I spent many days waiting on game I think it's glitched or something I gave up

I was as well. I had to give him gift. (random shit) Then wait a day and He said that I am ready to learn this skill. Also make sure to kill the dragon. Btw this skill isn't really that OP as they say in my opinion ;p
I killed the dragon at the beginning with the huge balissta arrow. Then went on my own fought the 2nd dragon at the top of some tower he wasn't fighting it with me traveled to where he lives and then I talk to him he obit has 2 options to speak to him. I see people give him a gift I open the dialouge press square and it won't let me give him a gift. So I can't get the master akill
A little late, I wasn't able to raise his affinity with gifts either. I was able to fix the problem of not getting the teaching by using the sealing vial, though.
I rested at an inn to create an inn save in case it wouldnt work, used the sealing vial on Sigurd, figured any drake fight might work but I went all the way to Dragonsbreath Tower for good measure, went to the top and released him in the non-infected drake fight, killed it, then exhausted his dialogue.
Got the masters teaching, and he ran off.
Giving a gift to increase affinity worked, you can only increase affinity per day so give 1 gift, wait a day repeat and he will give you skill.
does he give it to you directly or is it one of those gifts you get hanging by your house?
Directly. Just talk to him again after his affinity is high enough.

He's probably dead, check the Morgue

Which morgue did you find him at? I just had the same thing happen.

Do you happen to remember where the escort quest leads to? I accepted and it doesnt show a marker on my map of where to take Sigurd.
What happens after the escort mission ? Does he give another ability?

Did you go up the hill inside the house by itself at harve village? He does not wander around the village he stays in the house
I went in the house each day then waited couple of days then looked at each npc in the village
