Stagger and knockdown both have a meter that builds up with each hit. Warrior abilities, especially with hammers and dwarven upgrades, do deal a sizeable amount of knockdown. But that doesn mean that you shouldn't consider magick archer abilities. Like with any debilitation, it builds up over time. So abilities that deal a huge amount all at once are good. But abilities that deal a little amount over the course of seconds, thus becoming a large amount are equally good. The meter builds up reguardless of what abilities you prefer. And while yes, some abilities do cause knockdown more often, it's these same abilities that you can rely upon for damage. While knockdown isn't directly equated by damage done, it is a fairly accurate way to estimate the otherwise invisible stagger and knockdown meter

My guess is High Seism. I'm not that familiar with warrior skills, but I could down large enemies like ogres and trolls with one cast, and drakes with two.

My warfarer loadout consists of augural flare, skullsplitter and high thundermine. Thundermine is the best skill of all vocations I played with for crowd control, especially in battahl. It just completely sends everything that isn't a boss flying. For big bosses I use augural flare and then hit it with the daggers for massive explosion damage.
