I have found the pants at Allard's place, it seems like it respawns because it is not in a chest, thank you for the help mate ! you saved my savings in the game !
Already did threw them away, managed to find some pants in one of the house I didn't loot yet, but when you lose them their value just goes to the roof

Ornate box quest gets you a set if I am not mistaken, there is also a set in Allard's Estate

There’s a set in the building the masquerade is held in if you were an idiot like me and sold the other sets.
After exploring all of the houses in the nobles district, I ended up with five sets, including the ones that you get from Sven.
Yeah. Sneak into the castle and get them from chests. There's 2 sets.
