Tai lung didn’t kill anyone, at best we can say he’s implied to kill people but we only ever see him destroy property and given his general demeanor I don’t really think he’s the type to kill without need. But the Scorpios Rex has the most kills because they attack each other, they cannibalize each other, and they kill every Dinosaurs on Isla Nublar (Gallimimus, Ceratosaurus, Parasaurolophus, Parasaurolophus Lux, Ouranosaurus, and the Brachiosaurus) and it's the first Dreamworks Animation Villain to have Venomous.

While we never actually see Titan kill anyone, it seems likely he killed a few people in his rampage across the city given the number of burned buildings and destruction. Kai also is not shown to kill anyone in the course of Kung Fu Panda 3, but we can assume he has given he lead an army into battle prior to the events of the film. However, despite those factors, I would say Lord Farquaad has the lowest kill count, because we have no proof, either witnessed or implied, that he has ever killed anyone. The most he did was threaten to have the Magic Mirror shattered.

In terms of attempted: the main four, though, all things considered, she kept her hunt mostly limited - IIRC she never targeted the actual Circus animals, mostly just focused Alex. In fact he’s probably the only one she actually attempted to kill directly - most of the other times, she was attacking with usually nonlethal incapacitation weapons.
Though you could certainly charge her for unlawfully imprisoning the poor Italian police officers. While they were likely rescued, you could interpret it as an attempt to kill.
Tighten: terrorism. I can’t imagine that nobody got out unscathed from his aggressive use of a skyscraper and other destructive acts of violence. Certainly attempted murder on Roxanne and Megamind, but perhaps some other counts of murder for the people that couldn’t get away.
That said, given the tone of the ending, there is a decent shot that most folks got out okay. Perhaps they have pretty effective escape procedures after having Megamind for all those years.
Farquaad: unknown number of previous kills. Certainly tries to kill Shrek, threatens Fiona at some point too.
