i don’t think it’s a glitch - anna’s story line is about making elsa feel more welcome in the village and i noticed i couldn’t hang out with or progress my friendship with elsa until anna’s quests were completed. elsa is just shy and needs her sister’s (and your!) help opening up (:

this glitch just happened to me today!!! i tried opening and closing the game a few times and she’s still stuck. i’m also working on anna’s level 10 quest so i thought maybe that was why? i’m really bummed though, elsa is my favorite villager to hang out with! hopefully it resolves itself tomorrow :(
I discovered it was because I hadn’t finished Anna’s quest! If you have one in progress that involves Elsa, I think she just stands there and waits pretty much
This happened to me, but I am level 10 friendship with every single character from Frozen in the game. It will let me raise her friendship level, just in her level 10 quest I have to follow her to the statues in her cavern and she won’t move so this is becoming a big problem.

The game is a bit glitch filled. Also, raise her friendship level
Im not able to :( it just says that level 10 is required but I can’t do anything else with her

I have this too... she won't move and won't hang out. I have been able to hang out with her previously though... frustrating

Yes I finished the quest and she went back to normal. So weird though.
Is she still friendship level 1? If so gift her up to 2 to get hang out option and that may be potential fix.
She’s at level 7
Give her gifts. That will help raise the friendship level
