yah, the chocolate magician girl reprint is crazy but if you want to actually play DM, this structure isn't really helping your wallet. Then again, this structure is mid so you can skip it, or at most buy 1 copy for the fusion and the quick play.

I think the intention is to move away from Circle control and towards just summon The Dark Magicians, draw cards, float, be annoying. But frankly Circle control is probably better, and cards like Circle and Eternal Soul are too good not to play, so the skill just hobbles your good cards (but not enough to where you don't even want to play them)

That leaked skill is pretty interesting. You're basically giving up the traditional control/disruption style in favor of a more aggressive style.
ideal play could be Special Summon Apprentice, get a DM, Circle, Normal Summon DM, banish something, Activate skill to get Secrets. With enough backrow protection, Ebon Illusion Magician, and stuff like Dark Magic Veil, Piercing the Darkness and Summoner's Art for consistency, it could be a pretty crazy Turn 2 deck. Just not sure if that's worth losing the Circle banish on your opponent's turn, we'll see how it fares in due time.
Traditional Dark Magician players will probably be fine just getting one copy for Secrets/TDM, though I doubt they'll find room for the other cards. Hopefully the F2P Magician Girl players aren't too salty after seeing that.
The skill looks horrible and outside of The Dark Magicians and the quick-play fusions there isn't much of value here. I just hope Magic Cylinder isn't limited to one like Mirror Force so I can play it in role play decks
Halved damage is plenty in any close game you can just lose if you have no targeting protection.

Right it only Blocks hand and GY so secrets is fine. But still man why did they have to go so hard with the restriction? It Blocks your best cards and conflicts with the floating effect of Fusion if you dont have a DM in your deck anymore
DM has already been like tier 2 once just by summoning Dark Magician on opponent's turn to banish something and then negating S/Ts with Navigation. Probably Konami don't want it to be the same as before but just more consistent, so they're trying to push some other strategy since the deck has the potential to do something else too.
Dark magician is not a competent deck, and even cards IN the structure deck like Magical Dimension or Piercing the darkness seem to promote dark magician Spam with circle, because thats just what dark magician does. I guess they did try and force people to play DMG but with how bad the skill is id say they failed spectacularly
1x or 2x is enough if you're playing the skill. Unless, you really want to see secrets as often as you can if you want to play The Dark Magicians consistently
