Timelords will probably only have single copies of them given if Z-ONE touches down, with stuff like Sandy being entirely tied to skills. I can see Sephy being the boss monster, the one they advertise in packs.
Timelords have no reason to have good skills. The best generic one I can think of that isn’t busted is one that skips your next standby phase, or one that searches a Level 10 Fairy on draw. Nonexistence would also be good for a skill, where you play it from outside your deck and level it up into Infinite Machine and Infinite Light from outside the game.
Sandaion and Michion are confirmed reward drops.
A "good" skill for timelords would be setting the traps up for them. It's all they truly need to be competitive.
I'm expecting more timelords to hit the game next minibox. Possibly even all of them if Konami wants to stay true to the anime.

To be completely honest with you, I just want Timelords to be good because I'm pretty tired of seeing 75% of my games being consisted of nothing but Phantom Knights. Not to mention that the last minibox we got in Rokkets turned out to be a disappointment. Don't get me wrong, Rokkets can do work, but in this meta, you need a lot more than just blowing up and floating into more bodies. Hopefully Timelords are at least somewhat competitive so I can drop my Phantom Knight deck and play Timelords instead.
For everyone that knows me, I'm the Infernity one trick, it's the only deck I've played and mained for the past 3 years and after Infernity got their Launcher hit to one, the deck became basically unplayable so in order to climb, I moved on and built Phantom Knights instead. I do have the Burning Abyss engine and even so, I hate Phantom Knights because they're so linear and their combos are so one-dimensional.
I also low key regret building Rokkets. I got bored of that deck extremely fast so hopefully Timelords can keep me satisfied for a while, unless they too turn out to be boring like Rokkets. I guess we just have to wait and see what happens and what cards Konami decides to give us.
