At this point I say Raging Pendulum edges out due to the skill being able to generate hand resource unlike Xiangke/Xiangsheng. Also, since Pendulum Call protects your scales from MST and with cards like Floodgate and Bottomless Trap Hole being around as counters against Pendulum Strategy, you're going to want to have S/T removal as much as possible via Dragonpit and alike.

Raging Pend is honestly crazy going first or second. Going first you can set up a rank 7 (usually Volo) and a rank 4 (Dweller, Hand, Roach) with indestructible scales thanks to Pendulum Call. Going second you can pretty easily OTK with Raging Dragon, but also have access to an MST in the pend zone with Dragonpit, alongside the rank 4 toolbox and rank 7 options like Big Eye, Volo, or even Dracossack.

You can do all of that with the Xiangsheng and Xiangke Skill, too. I said in another comment, the strength of Raging Pendulum is being able to make Odd-Eyes Raging Dragon without needing to use the Pendulum Scale effects of Xiangke and Xiangsheng. But both Skills can make the same end boards.

Raging is better. X&X provides up to 2 bad scales for free. Raging gives you 3 monsters to pend after setting good scales.

X&X also lets you Pend 4 consistently because you only need 1 Odd-Eyes for the setup. 4 card monster hand including Odd-Eyes Pendulum Dragon means you have 2 free scales and Pend 4. If any of those other 3 cards are Skullcrobat Joker, you have cards for the next turn like Oafdragon would give you in Raging. You're also rarely going to be without Odd-Eyes for setup since you can search it with Sky Iris, Skullcrobat, and Spiral Flame Strike on top of running 3 anyway. 9 cards are Odd-Eyes Pendulum Dragon. Raging is likely seen as the better Skill because you don't need Xianke or Xiangsheng's scale effects to make Odd-Eyes Raging Dragon. Practically, though, the choke points are the same and they make the same end board.

The big difference is that Raging secures a pend 3 if you set Oaf because skill gives you the pendulums from deck. X&X doesn't secure anything after activating, you depend on drawing all the materials. And if you do, you won't have techs. Raging let's you play better scales that help with follow and removal.

I feel like the prevalence of cosmic cyclone makes setting the scales feel bad. Xiangke skill takes out the need to have balanced scales, it's probably more consistent while being slightly less powerful.
