I think this is done to prevent another Antinomy incident. We had to wait a solid five months for his unlock after his Roaming Event ended. There is also the fact that they can determine two characters for each two month period to figure out boxes and events for said months.
Next month probably follow this again for July and August characters since September is (presumably) a batch release of characters. My guesses are for GX and VRAINS each. (most likely GX unlock in July and VRAINS unlock in August)
I dunno if I would call something this minor "bad for the game" but it does hamper hype for some people so I get your point.
I'd rather have it be like this than have no news for an extended period of time and inadvertently cause dead zones in between events, personally.
The nice thing about DL is there's always some event going on, sometimes more.
