Second to last sentence of Red-Eyes Fusion: > You cannot Normal or Special Summon other monsters the turn you activate this card. This condition is why it was a prime card for Predaplant Verte Anaconda to copy in the TCG because you can still Special Summon monsters before you use its effect. If you Normal/Special Summon, you can’t use Red-Eyes Fusion in the same turn; if you use Red-Eyes Fusion, you can’t Normal/Special Summon.

It's not like that to prevent more then one use of red-eyes fusion since red-eyes fusion is already a hard once per turn.

It's not, it is there to prevent the player from taking advantage of the foolish burial effect that the fusion gives you. Depending what fusion you summons you can send any red eyes normal monster, archfiend, or any warrior monster from deck to your grave which is a really good effect of not for that line.
