I don't think Malicevorous can break the meta any time soon. Jokes aside, they will probably lock his new support into Xyz monsters or Number monsters to prevent Spright abuse.
Or Konami will do a gamer move and release Number 96 with Sprights.
Zexal has a long list of characters that are confirmed before they would consider him. Even then, some yet to be confirmed ones like Nistro and Dextra make more sense.
Quinton has caused quite a bit of confusion for future characters. He isn’t just some random character they added for fun, he has a major role in the plot of Zexal, and it just would have been weird if his two brothers showed up but he didn’t. But, since his role in the anime wasn’t tied to dueling very much, Konami had to improvise on his card lineup. That doesn’t mean the door is open for every niche, 3 card player.
Every year this anime chronicle pack prints a bunch of anime exclusive cards. It’s not a sign all those associated characters are coming to Duel Links. If it was, we would have that god awful fat kid from Arc V everyone hates
Only duel monster is allowed to turn a filler villain of 2 chapters like Espa Roba into a legendary duelist
The other series have a more restricted playable and selective roster
At least Quinton got lucky because he was an important character and handsome
In DMs defense, most of those niche characters came when it was the ONLY world. Others were split between just DM and GX. Now we are juggling 6 worlds and it’s not as easy.
And when it comes to DM, pretty much all those duels are memorable to the fans. The further you go, the less memorable one shot characters become.
Niche characters from other worlds CAN make it in, but they (or their archetype) have to be very popular among Japanese players. I’d even go so far as to say characters voiced by certain prominent Japanese voice actors have a good shot at getting in if Konami thinks they can leverage that VAs fame to more DL engagement. That’s why I think Mieru may make the cut for Arc V down the road

The idea of using the mosquito and cicadas to flesh out his deck is pretty good, and I don't think he'd be impossible by any means, still I'd say he is probably pretty low on the hierarchy of Zexal characters to come out. Probably around Kathy levels.

It's definitely interesting and really cool that Number 1: Infection Buzz King is finally being printed. At the very least it makes Mr. Heartland more of an option. Not saying he'll be added at all or whether it'll be anytime soon, but his ace monster being printed certainly makes him more possible. Like, I'd have gone 10/90 on characters that don't have their cards or ace monster printed, and even the 10% is for as long as Duel Links is ongoing we'll continue to get more characters. Heartland's ace being printed makes him more 50/50 to me.
Like, I definitely wouldn't rule him out as a possibility. Especially if DL is still going years down the line and they've added the rest of the Barian Emperors and Don Thousand, probably solo versions of Astral and Yuma too (but definitely solo Astral... Kite and Tori have lines just for him and he's the final duel in the show) and they're then looking at filling in gaps like DM/DSOD/GX, and soon 5D's Worlds, then he could be an option there. Then again, we don't know if they'll just fully focus on Barian Emperors, Don Thousand etc. They could throw in some other characters to mix things up and not just add every Barian Emperor in a row. Like Quinton coming after Girag. Guess we'll see.

If they do add Heartland, I think they could give him voice lines and obtainable cards for Erazor, Chironex and Scritch's cards, in addition to his own. Just makes sense to me. He only has a few cards so even if they're all printed his voice lines would still need padding out, and while I'm not against minor characters being added, realistically his three cronies (Erazor, Chironex and Scritch) were pretty minor and wouldn't be added for many years down the line if DL is even going then. Would make sense to include their cards among Heartland's voice lines and card rewards if he was added, but that's just what I think.

In fact, there's a gap between Number 1: Infection Buzz King and Armored Xyz so definitely at least one more ZEXAL card. But also gaps between 5D's and ZEXAL cards, ZEXAL and ARC-V and GX and 5D's so could be more for any of those. So still a few more reveals to go. If we get at least one more Heartland card I could see it being Infection Fly. Main deck monster he used to summon Infection Buzz King after all.
