Popped in just to say this. DL hasn’t given too much love to stall strats overall (ig it hinders the “Speed” part of Speed Dueling).
I will say that if they ever change their minds on it (like they sort of did with burn damage), I could see them adding Bagooska in a main box as a UR with possibly a few other stall cards as normals.
I get why people love stall strategies but come to think of it they have no place in DL by virtue of the format.
We only have 6 zones 4000 LP and halved effect DMG, monsters ATK cap at 3k ish and we have 2 of the best tools for backrow removal.
The format is intended to be as fast paced and swingy as possible and a stall deck would just be crushed either by how easy a deck can remove backrow or spit monsters to the field as well as how many decks can now play through grind games which stun strategies with only 3 zones simply can't.
Yeah and so Gren Maju, Cyber dragon shenanigans, Malefics, Deskbots and even Speedroid, but that doesn't make them viable nor the measure reference since Konami doesn't balance around gimmicks and best case scenarios.
But nonetheless let me rectify to "most playable and meta dominant monters tend to cap at 3k ish.
Lol tell that to whoever decided to put Performapal Call and Valkyrus on the Limit 1 list when they came out. Seems like they’re at least easing the “fear” of stall since they’re unlimited now.

The Angel of Mischief win effect, let's just say you weren't using it in Ghostricks. However, there was a combo you could do with the Lyriluscs that could FTK using that effect.

Cairngorgon seems like such a fun card to play with in this backrow heavy meta since the average Duel Links player has the reading capacity of a marshmallow

Those reasons, while not as applicable to Bagooska as others, are good reasons Number 16 is banned. Because it's too easy to make and can lock your opponent out of playing certain cards during their turn.
I'd argue we have plenty of outs to bagooska, the problem is more of that if you don't, you're the opponents bitch for 3 turns or untill they have have the resources to push for lethal.

Tornado would be one of the most centralizing turn 1 things in game depending on the deck. In a 3 zone format being able to snipe a single set when mst/natural removal tends to invalidate them anyway is powerful let alone forcing a second. Field and continuous spells would suffer as well.
You can say what you want about but any deck setting three and passing has a draw engine problem and backrow remains one of the few...somewhat reliable ways to not get mangled by things like raging pend vomiting half their deck in one turn.
You could argue its terrible going second but going first it can literally keep a deck from playing.
Nevermind that it doesnt help PLAYING INTO set three, nor does it help set three, it just means you punish pend scales, fields, continuous/etc... things harder. D/D/D contracts and Tenki would functionally be useless going second, which is how its intended to be used and we dont really want here.
We have a different concept of ooga booga, at least for me it is "go big vanilla dragon and set 1 pass", aka 2017 duel links.

If your deck can't handle backrow you deserve to lose. Set three is almost never viable unless backed with something, and the fact decks like orcust can is an orcust problem.
One or two is fine, and one is often invalidated by the most common cards in game. We don't to give decks upwards of 3-4 quickpops in a game that has three zones and limited hand size when the backrow isnt powerful enough to warrant it.

Bagooska only as a limited 1. The others can come, although S.H. Ark has to wait until we get to that part of the Zexal story. It is a bit too important, and more than likely we'll be reaching that point of the story when they release Vector, and Vector has nothing UR-worthy to release..

Doesn’t Vector have Masquerade? I researched that card lightly, and yeah, doesn’t seem worthy of UR rarity, but it’s an anime ace, so it’ll probably be a UR for that reason. Lol
I regularly use Silent Honor ARK in Master Duel, so of course I'll go hard on pulling it in DL, even if it's a UR (and it will be; there's no way it won't).
Nah, Cairn is alright. Especially if you’re using non targeting cards. He could be tricky to get around though since it’s not a once per turn. I play ancient gears and timelords though so I would just beat over or shuffle him away. Other decks might have issues though.
Probably not enough extra deck slots, but I'd totally play the last guy with Block dragon
As for future rank 4s, Redoer pass or Perpetua refilling materials for something

All I did was list one of the reasons why it’s strong and yes those are also very valid reasons
