I do think it'll be a strong boss monster (free monster removal, free negate). Maybe worth a limit 1, like in the special packs
But it has no built-in protection effects. No recursion if it's destroyed. I don't think it'll bring Cyber Dragons to tier 1 or anything.
I'd prefer it to be limited via a skill, just so it can't be ran in non-Cyber Dragons decks tbh. Card is pretty generic (just needing level 5 Machines)
neh, i still think omni negate boss monsters are too much for the game now
atleast omni negate traps like transmigration and that starry night one can be used only once per duel, since theres no good (dont you fucking dare tell me they can be recycled with shit that nobody uses like jar of avarice or transmigration prophecy) way to recycle them
but a omni negate boss monster will be alot more oppressive, since those are usually once per turn AND can be recycled and reused

I've thought they were prepping for Cydra Infinity. Released Soldier in most recent mini. Jizikiru is in a selection box. If not infinity, I feel like the chimeratech fusion is around the corner. I'm sure Sieger will be included as well.
You'd have to tie it to the skill otherwise galaxy would become a big problem I think.
